Where new housing is built in Lexington County has been largely driven by market demand thus far — lots conveniently located in highly desirable school districts in high-performing neighborhoods.
But county commissioners hope to gain more control over how and where future growth occurs as part of a comprehensive new plan, said county Planning Director Holland Leger.
In 2020, more than 2,200 new lots in Lexington County received initial permits, nearly half of which came in August and September alone. That number does not include lots in larger cities, such as West Columbia, which has 169 new lots in the city limits, and Cayce.
And most of the new and growing parts are scattered around the city of Lexington, especially in the west. The Red Bank and White Knoll areas to the south, as well as downtown West Columbia, are also popular, Leger said.

Meanwhile, projections by the Central Midlands Council expect Lexington County to add about 150,000 residents by 2040, bringing the population to about 469,000.
Those young people will be looking for homes, and most of them are expected to be single-family homes built in uninhabited areas, outside city and town limits, based on growth patterns, the county said in a public hearing on its new comprehensive plan.
Before the density limit passed in mid-2019, Lexington County did not target or limit its growth in any way, Leger said.
But as traffic becomes a growing concern on Lexington County roads, leaders are beginning to question whether they want to continue that way.

Local home developers told the Lexington County Council that limiting density to four homes per acre would take up more land.
“It’s fine with us,” former Councilwoman Erin Long Bergeson told the Post and Courier this summer, before her term expired in December.
The council is now considering putting new homes away from roads and is recommending long roads that encourage people to park by their homes instead of busy roads, but are also larger in size.
Leger said the council’s order was to keep the district rural as was done in the past.

When creating their framework plan for the future, leaders look to the fastest growing regions in the country that have taken a different development.
Greenville, Leger said, has designated land uses that dictate what can be built there. In different land use zones, the size of the area required may be larger or smaller depending on the distance from the city center.
Leger said Lexington County hasn’t seen the growth seen in communities like Greenville or Mount Pleasant in the Lowcountry — a once-bustling suburb of Charleston that was little more than a coastal fishing village — but the Midlands region is on the right track.
Once a developer begins subdividing in the Columbia Metro area, it usually takes six to nine months before the lot is ready for construction. And homebuilders typically produce 24 to 40 homes a year, said Kevin Steelman, CEO of developer Landtech, Inc.

So the company’s new 157-lot Carrington site, which broke ground west of downtown Lexington, along Highway 1, is expected to take five to seven years to fully develop.
Some well-located parcels in Lexington County could exceed that rate, with 60, 70 or even 100 new homes permitted a year, Steelman said. As a large Bluefield neighborhood built by Mungo Homes. Six leagues were approved earlier this year alone.
Developers say they don’t expect much change in the area of new housing over the next five years, only that growth will continue as the area fills up and adapts to the demands of the new neighborhood.
Homes will continue to come from SC 6 that runs north to south from Lake Murray, Steelman said, for example, but the new subdivision could reach into Pelion schools. Along US 371 and US 1, west of the county seat, they will be near the village of Gilbert. And the growth around the small town of Chapin will continue north on US 76 toward Newberry.

With the size requirements of the new property, costs will increase, Steelman said, although builders are not yet sure by how much.
The median home price near downtown Lexington has risen nearly 30 percent in the past five years to $200,000, according to the S.C. Market Report. Consumers Association. West Columbia, Cayce and Irmo cost about 36 percent, and most houses around Lake Murray open for about $650,000.
In addition to Bluefield, Mungo Homes has initial approvals for expansions at its Sterling Bridge location in downtown Lexington, Palmetto Shores north of Lake Murray, Pine Crest outside West Columbia and Jessamine Place on Lexington’s east side. There is also an unnamed 94-lot development on US 378 to the west.
Other major developments include White Water Landing on the northwest side of Lake Murray, planned by American Land Holdings, the company that sold part of Lake Murray during the year. Roofs Pond Cottages is a new Springdale neighborhood planned near the Columbia Metropolitan Airport.
